Systemwide Policies and Guidelines
- The Academic Personnel Manual (APM) is the foundational authority for all academic appointments at the University of California. It establishes the minimum standards for recruitment, appointment, and advancement to ensure consistency across all ten campuses.
- Collective Bargaining Agreements are the contracts between the University of California and the unions representing various employee groups.
- UC Whistleblower Policies provide a mechanism for reporting suspected improper governmental activities and protection against retaliation if needed.

Misconduct Disclosure Survey and Background Check
Academic Misconduct Disclosure Requirements (SB 791 & AB 810)
Effective January 1, 2025
To ensure a safe and professional environment, all new academic candidate hires must complete a misconduct background check survey through Truescreen, which is the vendor that administers this process for the campus. This process confirms whether an applicant has a history of substantiated misconduct (proven violations) at any previous institution.Quick Facts
- Who it affects: All new academic recruitments and hires across all colleges and schools.
- What it checks: Proven professional misconduct only; this is not a criminal background check.
- Requirement: These mandatory steps must be finished before a hire is officially finalized.

Faculty Administrative Appointments
A faculty member (as defined in APM - 110-4(15), who is appointed to assume administrative responsibility in addition to, in partial or in whole replacement of, their faculty responsibilities is considered a Faculty Administrator. A Faculty Administrator shall hold a concurrent University faculty appointment.

Recall Appointments
The University may recall to active service, on a year-to-year basis, academic appointees who have retired, provided such appointments are not in conflict with the terms of the University of California Retirement Plan (UCRP) and/or University policy. Retirees cannot simultaneously receive retirement payments from UCRP and earn additional service credit from UCRP. As part of the employment process, it is necessary:
- To follow the Guidelines for Recall of Academic Appointees.
- To ensure that retirees are not recalled at greater than 43% time. All requests for appointments at greater than 43% must be forwarded to the EVC via the Vice Provost for Academic Personnel for approval, in advance of anticipated appointments.(See APM 205)
